As a “National Medical Device Technology Industry Base”, Chongqing has a number of high-end medical devices with independent intellectual property rights, such as ultrasound focusing tumor treatment system, capsule electronic endoscope and hemodialysis system, which have technological advantages in the world. However, the survey found that the situation of imported products occupying China's high-end medical device market has not changed, and high-quality domestic products are discriminated against by medical institutions. The phenomenon that high-end medical devices rely on imports is very common in medical institutions.

Medical institutions are biased towards the use of imported equipment, and some medical devices with technical advantages in Chongqing have to turn overseas. According to statistics from the Chongqing Municipal Food and Drug Administration, the total annual output value of 64 major medical machinery enterprises in Chongqing in 2008 was 396 million yuan. The total annual output value in 2010 was 737 million yuan, and the export volume is also increasing year by year. The export value of production enterprises with independent intellectual property rights accounts for 20% to 30% of the total annual output value of the enterprise, showing a clear outward-oriented development. One of the main reasons for this situation is that medical institutions do not agree with domestic products, and it is difficult for local enterprises to expand the domestic market.

The main problem of high-end medical equipment in China is that it is late to start and weak in research and development. However, medical institutions are biased towards the use of imported equipment, which has also caused domestic medical equipment to lose market. The industry believes that the main reasons for domestic high-end medical equipment to expand the domestic market are:

First, China's current medical device industry standards and policies are generated in the context of a large number of imported medical devices, which is not conducive to the development of domestically produced high-precision medical devices.

Second, the procurement bidding policy is not implemented strictly and the supervision is weak. China's "Government Procurement Law" and "Tendering and Bidding Law" stipulate that potential bidders and suppliers shall not be restricted or excluded, and fair and fair bidding shall be conducted. However, in the actual bidding procurement, many units expressly stipulate that only imported products are purchased.

In addition, because many medical device purchases cost public finances, some hospitals do not consider cost-effectiveness and only purchase the most expensive imported products. At the same time, in recent years, the commercial bribery case in the field of medical equipment procurement has been high. According to industry insiders, the high rebate of imported products has become an open secret of the industry. Many multinational companies have freely traveled to the hospital leaders in the name of going abroad for study and participating in academic conferences. Gaining interest in the purchase price also squeezes the market space for domestic products.
